As far as I know, 'wash up' in the North American sense doesn't take an object. In AmE, the phrasal verb 'wash up' means to wash your hands, as in 'I'll just go wash up before dinner'. This is a little different since "wash up" is just referring to cleaning yourself in general. It doesn't ever pair with an object (like hands). "I found a message in a bottle that washed up on the beach." You can find a bottle washed up on the beach. It floated in the ocean (or lake, etc) and finally washed up on the shore. This literal meaning is important for understanding the following metaphorical meaning of the same phrase... "He's just a washed up old movie star, trying to relive the old days." "After not hearing from him for over ten years, my brother washed up on my doorstep." A person can be "washed up". They probably used to be successful or famous, but they ran into problems (financial, drugs, etc), and it took away their fame and status. Just like something that washes up on the beach was lost or discarded for a time, they floated without direction in their life, and now they are "washing up" somewhere. Definitely not a positive description of a person!
