Actually it complements 'I'd be'; in terms of meaning, it could do this or refer to the people on TV because you are alike, but grammatically it is determined by the comma, which separates it from the TV people; without the comma, it would modify them. This difference would also be reflected in the rhythm of the sentence as you spoke it.

It's referring to "the people on TV." 'The people on TV' are the ones who 'play with fish.'
