How do you call number between 10,000 - 13,000 and 17,000 - 19,999?
If we're talking about a rough number, is it correct to say
Can I say "light 10,000" to mean 10,000-13,000 and / "heavy 10,000" for 17,000-19,999

No, you can't say that. If you are referring to an exact, known number (say, 12,500), then just say the number. If you mean an unknown number that falls within the range of 10,000 to 13,000, then say 'somewhere between 10,000 and 13,000'.

You could say "low five figures" or "high five figures," especially if the thing you are talking about is money.
But, no "light 10,000" doesn't make any sense in US English.

As Hilary said, no, you can't use light and heavy.
With more round magnitudes, you can use 'low' and 'high', such as 'in the low thousands', or 'in the high millions'.
I guess you could use something like 'in the low ten thousands', or 'in the high ten thousands', but it isn't common.
You could also possibly use 'a few tens of thousands' or 'quite a few tens of thousands', but either of my options would not be specific to the ranges you specified.
