>います is used for living organisms,
>and あります for things.
It is basically correct , but an explanaiton for beginners.
And now you are getting out of it and are wondering about:
*** In my opinion:
- いる:temporary
now it is there, but in a while it will be gone / walk away.
- ある:permanenly
it keeps staying there unless somebody moves it.

According to the standard above, my answer is:
And you should say:
*The typhoon is still staying in KYUSHU area.
*Look, a police car is over there
※ a typhoon nor a police car is not a creature, but it moves. Then you should use "いる“
*There is a car in the showroom.
※ A car in the shoroom does not move.
*Lots of bacteria is in the air.
※ bacteria have no feeling/intelligence and
do not move by themselves. But they are regarded as creatures, which do something bad to people.

Things that move on (walk) their own can say "います".
(My friend is there.)
(A dog is in the park.)
(There are insects in the trees.)
(A specimen of a butterfly is on the table.)←Because it doesn't move by itself.

We use います for living things that have feelings or that have intelligence(that are conscious) so it is as other answers say.
However, sometimes when talking to kids we call things as if they are conscious living beings, in ways such like お花さん が いるよ, saying "there is a Mr/Ms. flower over there" as if saying "there's a Mr.policeman over there" in English.

I think います is used for people and animals.
So 花 is not animals.
Both of them are used あります。
