'Too' and 'also' have the same meaning. The main difference is that 'too' goes at the end of the phrase or sentence, while 'also' can go at the end or in the middle. For example: He plays the piano and he can play the violin, also. He plays the piano and he can play the violin, too. He plays the piano and he can also play the violin. Note the usual mid-position of 'also' - before the main verb. Here's another example of 'also' in the middle of a sentence, before the main verb: 'I've been to Chile, and I've also been to Argentina'.

"Also" is used most of the time after the subject or after the verb, it can also be used at the end. "Too" is always used at the end of the sentence.
