I read in 'The Call of the Wild' this sentence:
Buck did not read the newspapers, or he would have known that trouble was brewing, not alone for himself, but for every tidewater dog, strong of muscle and with warm, long hair...what is meaning of tidewater dog? I AM NOT SURE

Water dog means a person who feels at home in or on the water.

Nobody is sure, it's just a type of dog not mentioned elsewhere. You must infer its characteristics from the passages describing Buck's build and character.
