Both works. I prefer 跑向我这里. 跑向我这里 means "run towards me". 跑到我这里 means "run to my place here". Normally we say neither. I'll use 跑过来.

We need some more contexts. How is the verb "run" used? Is it like "(someone) run to me", or like "Hey Jeff, run to me. I'll show you something"? The former would be like (他)冲我跑过来；the latter would be 快过来。 Note that we usually don't give specific orders as to how someone should be moving their body, though you can say 跑过来 if you really decide to.
