Answer

"It snows here in winter." This means that it snows here every winter.
"It snowed here in the winter." It doesn't snow here every winter but it did this time.

I suspect that in Amercian English you can say 'It snows here in the winter' and it would mean the same thing as 'it snows here in winter.'
