It means the formula (lotion ?) is undetectable when you apply it. That is, you apply the formula/lotion and where you've put it on there is no trace of it. No oily residue perhaps. Often this term is used for sunscreen lotions - undetectable coverage. ie. You apply it on your body and there's no visual or other sign that it's there.
