You need enthusiasm or it just won't work.
You may not have enthusiasm for learning English, but you must have enthusiasm for some other topic. What is it? Is it music? Politics? Fashion? Skateboarding videos? You can use whatever you are NATURALLY enthusiastic about to help with your English learning.
So if you like to watch Chinese videos about (whatever topic interests you), try to find the same sort of video in English.
For example, I really like boat restoration videos. I like to watch things like this...

...but I'm learning French, so I also find videos like this...

In both videos I can turn on the CC (closed captions) so that I can read the text. I can pause the video and read\translate the text. I am BORROWING my enthusiasm for boats to help me learn French.
So live your life normally, but try to live a little bit of it in English every day. If you follow this method you will gain a lot of vocabulary. Once you have a lot of vocabulary you can start to study the rules of grammar so that everything becomes perfect. But don't worry about being perfect right now.
So, to sum up... Don't think so much about learning English. Instead, learn about something that really interests you, but do it in English at least part of the time.

I would say half the problem is that it sounds like you're learning purely for a test. :) A language becomes fun when you have a reason to learn it. Find a teacher (or a few teachers) who you like so much that lessons with them feel like talking to a friend. Is say you could study IELTs together, but devote half the class to studying, and the other half to talking (in your target language, of course), and time will likely fly by.
If there's media you like to consume that's in English, this will surely help too.

If you never quit you will continually advance. I think learning a language takes enthusiasm (already mentioned😊) and / or hard work! Sometimes both! I have been learning & bettering my Spanish language skills for years (yes, years!!). And there is still much to learn. One professor of mine used this phrase, which I love.
