I'd understand it as 'a bit like him'.
For example, if there's missing child, the people might be saying that the child from the town looks like him. Or if the people are discussing whether the 'he' in question might be the father of the child, 'un peu lui' might refer to a certain level of resemblance between them.
We'd need more context to get a more accurate translation, of course.

Yeah I have to agree with La Liseuse, "c'est un peu lui" doesn't make a lot of sense. The only meaning that I can think of is that he felt not like himself in a new environment. You can say that with l'enfant de ville ne se sentait pas à l'aise dans...

L'expression « c'est un peu lui » est très courante en français, mais dans un registre populaire.
Elle découle de « c'est tout à fait lui » encore plus courante.
Donc « c'est un peu lui » = ça lui correspond un peu, ça lui ressemble un peu, ça reflète un peu ses habitudes, ça me fait penser un peu à lui.
Dans ton exemple, pour le mettre dans un français plus propre, j'écrirai :
Cet enfant de la ville, il me faisait un peu penser à lui. (le point d'interrogation est malvenu)
