What does wind mean here?
I don't drink beer. It gives me the wind.
Does it mean gas? Pass gas?

correct.
wind: gas in the bowels (or in a baby's stomach), especially when this makes you feel uncomfortable or makes noises:
Eg: I like garlic but it gives me terrible wind.

you wouldn't say it gives me "the wind" you would just say it gives me wind. and yes, it means passing gas.
