What does it mean by 'that besuited types steer from the C -suite'?
Weighed down by legacy assets and protected by oligopolistic profits, many big firms are not natural innovators. Most corporations that have them relegate geeky innovationistas to skunk works that besuited types steer from the C -suite.

Most corporations have <geeky people> who are directed/controlled (passive voice) by people in suits who are in the executive-level of the organisation.

To add to Nanren888's answer, the top executives in a company have titles that begin with "chief," such as "chief executive officer," "chief financial officer," "chief investing officer," "chief information officer," etc. They are often known by initialisms like "CEO," "CFO," "CIO." So they are spoken of as being "C-level." If their offices are all physically together--on the same floor of a building, for example--that location may be called "the C-suite."
Like other expressions in your passage, the writer is trying to sound breezy and casual.
A more formal name for C-level executives would be "upper management."
When I worked at in a big corporation, we called the place where the top-level executives worked "Mahogany Row," because their offices had expensive furniture. "Mahogany" is an expensive wood used in fancy furniture.

BTW: I suspect the "c-suite" thing is American. Never seen it before.
