Can I say "I have familiarized myself with the rules"? Can I say "I have familiarized myself with the rules"? This is the word-by-word translation of the set phrase that we use in Russian a lot when we want to confirm that something was read and understood, and we commit to follow it. This is used mostly only in official documents (notary documents, safety induction, etc.). What do you usually write in this case? I just dont' like "read and understood". I have familiarized myself with the health&safety rules and I have no further questions (it's a record made in safety induction logbook on the construction site).

Yes, the way you say it is common in English as well. “I have familiarized myself with the rules.” Sounds good!

This is perfect! Another way to say it is "I am now familiar with the rules of health and safety." Or "I am familiar with the rules of health & safety." if you have been familiar with it for quite some time.
