読むことができます、書くことができます。Can I use verb te-form to make one sentence?
I think the instances in which I've learned using te-form focused around a sequence of events so I was wondering if this was appropriate or if there's a better way? ありがとうございました。

Yes, that's right.
I guess what you want to get is,
読むことができて、書くこともできます。
Is this "sequence of events"? Yes and no. Here, you're arranging two items that you can do (読む and 書く). That て sounds like "and" to me.
Then sequence of events?
雪が溶けて、川になる。
Snow melts (the first event). This event, in turn, results in forming a river -- this is the second event after the first. They're step 1 and 2.
You know the context is just the key to judge if て is used to achieve "sequence of events". So don't worry.

I don't know about te-form cause I am not Japanese teacher, but as a native Japanese,
I would say like this.
例1(日本語を)読むことも書くこともできます。
例2(日本語の)読み書きができます。
