I understand it to mean that in this context, cosmic level refers to a deeper, more meaningful level that is bigger than all of us here on earth (like having an unnaturally/unusually deep connection). Cosmic referse to the whole universe and this is why I would imagine that this connection is far deeper than any normal interaction on earth. I hope this helps!
