i live in Taiwan for more than four years, but still cannot say even very simple things.. it seems that people here try to avoid foreigners and it is impossible to find anybody to talk to in Chinese

me too , learning a language doesn't mean necessary you can speak that language , speaking needs practicing , that is should be an aim for italki.
