What does it mean "Good to have you back"? If a friend just came back for work from her vacation, is it properate to say it?

Yup, this is appropriate to say in that situation. It would sound weird to say it if they haven't been gone too long though. Usually, you only use this phrase if the person has been gone for a long time.
