Sorry but your question in french is not correct.
If you want to say "When are the summer vacations in france?" you have to say 
"Quelles sont les dates des vacances d'été en France?" or, in a more familiar way :
"C'est quand les vacances d'été en France?"

To answer your question :
"Cette année, en France, les vacances d'été commencent le 2 ou le 3 juillet"

The end of the summer holidays depend on the school where you go, and the town where you live.
