IMHO: "Sejahtera" secara umum lebih bersifat materiil / kebendaan, sementara "Bahagia" lebih bersifat mental / (kondisi) kejiwaan, tapi bukan spiritual. Itu lain lagi konteksnya.

Sejahtera ialah situasi aman (tidak terancam/terganggu dari gangguan apapun), makmur (berkecukupan dan tidak kekurangan terhadap apapun) Bahagia ialah situasi atau perasaan senang, terbebas dari masalah yang menyusahkan.
