Evaluation depends on whether you are the people or the rulers.
Evaluation depends on whether you win & get to write the history books covering the event.

What matters is how they will be doing for the nation with their power after they take the former rulers over.
Also it's inhuman to harm too many other innocent citizens. Y'know, war's never good.
