Sure they should! According to me crime is crime ...no matter whether it's violated by an adult or a teenager....i agree teenagers are not properly mature but they have enough sense to decide what is right and what is wrong ... as far 2021 is concerned ..till the date around 42percent of teen-agers tend to do something unique and they end up doing crimes ....

Sure they should! According to me, a crime is a crime. No matter whether it's committed by an adult or a teenager. I agree teenagers are not fully mature, but they have enough sense to know the difference between right and wrong. As of 2021, it is estimated 42 percent of teenagers commit crimes.
"Fully mature" is a more natural phrase. "They have enough sense to know the difference between right and wrong" is also a common phrase. We use it with children a lot. For example: "You know the difference between right and wrong". Or "You need to learn the difference between right and wrong." Usually when we give percentages, we out "it is estimated" before the number because we cannot know exactly.
