I have been using italki for two weeks, and I think it's great site to learn a new language. Because many people using this app are learners of languages or teachers (even if they are not official ones) who want to support learners. I used "hellotalk" before, but I don't like it very much because there were many people who used it as an dating app. Some people didn't have any intention to learn a language and just send direct messages to meet with someone. It was annoying. There are many dating apps out there, and to use them would be a more effective way to meet people because they have the same intentions.
