No it's different. Criminals are those who do a crime and it is doer of the action whereas a crime is an action which means doing something wrong , unfair or illegal. If you use criminals word here you'll be taking about doer of a crime . But if you use the word crime it will tell us about an action that is done in full moon night. Hope it helps:)

You could say there are more violent crimes so there must be more criminals. However, it is possible that the same number of criminals commit more crimes when there is a full moon.
