Specifiers and modifiers, both belong to adverbs.. The difference is that modifiers are those adverbs that change (=modify) the meaning of 1 word (mainly, verb or adjective), whereas specifiers change the meaning of the phrase.. E.g. run FAST, VERY good -> modifiers (modify a word) REALLY good at English, EASILY the smartest girl of the group -> specifiers (specify the meaning of the phrase)
