Does "factor" mean "gene" in this case from the picture? And also another one from the same series "The Twin Factor", the name of a cartoon episode about superheroes. Just by seeing the name and the synopsis without other context, do they both mean "gene"?

No. Factor doesn't mean gene in either situation. A factor is something which influences a situation. The twin factor is the influence that being a twin has. The Ron factor is the influence Ron has. The influence on what exactly is hard to say without context.
