My father has.......... To Rome, he is on his way back to Egypt. (been / gone) and why?

Your sentence is not grammatically correct. You would have to add something to connect these 2 ideas, for example My father has.......... To Rome, and now he is on his way back to Egypt. However I still do not like the choice of has been or has gone because the second part of the sentence is in the present. Better My father went to Rome, and now he is on his way back to Egypt. Or you could make 2 sentences My father has.been to Rome (one time or several times) He is on his way back to Egypt (either from Rome or from someplace else).

It depends where he is starting from. 'Been' seems more likely. However, if he was in Russia (for example) he could go to Rome before returning to Egypt where he normally lives. So he has gone to Rome as part of his journey to Egypt.

It has to be 'been', because if you use gone that means he's on his way to Rome now. So logically, he couldn't be going to Egypt at the same time...
