The issue is either commercial or political. If commercial it feels wrong, if political it sounds very wrong. But then so do the various internet walls around certain countries ie China. The benefit of the internet is the freedom of expression. The trouble with freedom of expression is that governments cannot control it.

We could judge once we know the reason behind that. If it was for commercial purposes, as if the free calls negatively effected the sales of their payable service, then you need to subscribe to these services, you can't do anything about it.
But this also could be for security reasons, which the government requied the telecom companies to do such thing. if this is the case, then usually it is for a certain period of time, then they will open the services again.
