Hey I'm translating an article and I need some help to correct it. It is about canine overpopulation. Anybody? 

The first sentence  is: 

A superpopulação canina é considerada uma questão de relevância em bem-estar animal e saúde pública. 

And I translated like this:

The canine overpopulation is considered a relevant question in animal welfare and public health

It is correct? Specially the verbal tense?
