frame of rules
Hi everyone! can a fream eof rules be harmonized or is it better that it is heterogeneous? i want to say that people need a frame of rules which is heterogeneous among all the european countries... :) thank you in advance

We don't say "a frame of rules". Do you mean "a framework"?
Also, could you give some examples of this framework? What kind of rules, or context? Neither harmonized nor heterogenous works.

really is it framework of rules and not a frame of rules?? I really thank you for this advice! I mean that European counyries has to agree together upon common rules in order to avoid that one decision of a cpuntry goes against another rule... so they want to reach a compromise
