What English dictionary would you recommend?
Regarding learning English, which dictionary is the most recommended? I am currently using the Oxford version, but sometime find it not really that comprehensive. Some phrases that I cannot find in the Oxford can be looked up somewhere else, so what is your opinion on dictionary. Thank you.
Also, what form of dictionary is the best? I'm not really keen on using an app on the cell or the paper back, much prefer an electrical one.

I highly recommend the online version of Cambridge Dictionary. It provides both English and Chinese explanations and translations. There are plenty of good examples. In addition, you learn a lot from its blogs.

If you are looking for a a dictionary with both definitions, but with thorough examples and terms, phrases and expressions with that word, I find Wordreference.com great, especially for language learners.
