Ideally yes. However, it is often not possible or not practical. Some people are not able to find language partners because their own language is not interesting for others to learn. Paying teachers can be expensive, simply because to learn a language you need really a lot of practice and it ads up. Even in the ideal case, if you live where the language is spoken and have a chance to talk to native speakers daily, they will often keep switching to English, especially if your level at your target language is still low. Many people just don't enjoy being your free language teacher.
I see many people right here on italki who are desperate to find someone to teach them a language. Maybe too much emphasis is being put on finding a native to talk to so people start thinking it is the only way to learn anything. It is not. It is just one out of many things that can help you learn a language.
