Ruthi, i seem to have understood... For example, "He want to be offered a job". Correctly?

Your question is not so clear. The infinitive is "to do" and in the passive it would be "to be done". 

We use the passive when we talk about the action and not the person doing the action.

For example He has a lot of work to do - we are talking about "He" the person doing something.

There is a lot of work TO BE DONE is passive. WE are not interested in the person but in the fact that there is work that someone needs to do. I can explain it better in a lesson where I would give you more examples and practice.

Can you tell us some examples which confuse you? I guess the problem is when to use the infinitve ( to verb ) or the gerund ( verbing ).
