This is a quite a deep question. I feel it depends on the reason for ones poor language skills in their native language.

If it's a medical condition, the chances of being better in another language, even with therapy, are slim. Perhaps there are medical papers on the subject.

But if it's ones environment that is the cause of the poor language skill in their native language, that can be changed. I'm a classic example of this. From there you can then assimilate a new language well. You can use the language you are learning to improve your native language interms of grammatical structures and get a much better understanding.

We tend to use our native language, at the beginning, as our reference to translate sentences and at some point, we stop doing this. Our native language then becomes less important as we improve.

Age may also play a part. As we get older, we tend not to want to change.

I think, if I have nothing to say to people in my own language, if I don't have an opinion about a subject, then whatever language I learn, knowing that language will not give me magic oratory skills, unfortunately...

So I think, if a person does not have a good speech in her or his own language, they cannot have an enough good speech in other languages.

"good speech" means "good language skills".

- if my native language is English, and

- my English language skills are bad, then

- will it be difficult for me to learn another language well? (better than my native language level)

Dear friends, thank you for your comment. I see some of you did not understand what I meant.  Of course every language has grammatical rules. And you do not need to use all these rules when you talk with your relatives, friends. But sometimes some people even can not make simply sentences or speak very quickly, or do not pronounce the words correctly in own language. However there are most people who speak very sweetly because of their correct speech, they pronounce all words in correct way. I am sure everyone wants to hear and to listen such speech in any language.

And I am sure if someone has not good language skills in his own language, he can not speak correctly in other languages.
