if i don’t use capital letters with people’s name or country , do people would think that offensive?
In general, ignoring capital letters makes the writer look lazy. Do you really want to present yourself like that?
As it goes for names, I would like my name to be spelt properly. That includes capital letters.

It's not offensive but it's something we get taught how to do when we are very small children. Consequently it looks bad if you don't. It's a fundamental part of the language and not optional.

I don't think it's offensive. It can come across as lazy, however. I suppose a lot depends as usual on the context.
