Can "tapping out " mean Running out of methods or ideas?

Not in America. It would be "tapped out". As in the tap (think beer in a pub) is dry.

It's not a normal usage.
Normally if you say 'I'm tapped out' it means you've run out of money. Or that you are very tired and don't have any energy.
I suppose it could work in context but if someone said 'I'm tapped out' the first thing that springs to mind isn't that they have run out of ideas.
