Mandarin? Are you a native English speaker?  What  is your definition of fluency or what level are you seeking? What do you call success in learning here?

I think this can be ONE tool in learning a language, but Mandarin is not an easy language for native English speakers so it will take a LOT of work in many different methods.

"When I started learning Chinese, I was horrified to hear that it would take me 10 years to become fluent. 27 years later I'm still working at it. Due to my work on television, some Chinese language learners may consider me a role model of sorts, but every day I'm reminded of what I don't know and how much more there is to learn....One lifetime is not enough to attain the level of a native speaker, unless you start before the age of 10." - Mark Rowswell, AKA Dashan

If you want to learn for free, through a language exchange, It's possible for sure, but you have to rely on yourself mostly. You have to learn by yourself as much as you can and only use language partners to practice conversation once you are able to have a conversation, to correct your writing and answer some specific questions you may have. If you need someone to teach you, it's probably only going to work if you pay a teacher, and a good one.

I think you need some formal class before practice here,it is a very good website to practice language with native speaker, but if you don't know anything about a target language, maybe it is a little difficult for you to start learning.Learning a new language is difficult for an adults, because you don't have the environment to listen and speak every time.So my suggestion is learning some basic knowledge of mandarin and practice with native speakers here. Now I am learning English too, although it is not a easy thing,I'll keep going and good luck to you ~BTW,if you have any question you can ask me,I'm glad to answer.
