In the flag of the United States of America, the thirteen stripes represent the thirteen original colonies, the fifty stars represent the fifty states. As far as I know, we do not have a tradition of specific meanings for the colors red, white, and blue.
However, it seems to me very likely that they echo the red, white, and blue of the Union Jack (flag of the United Kingdom).
In the United States there are many nicknames for the flag, and one of them is "the red, white, and blue." Another is "the Stars and Stripes."
Logically, we could name the colors in any order. Nothing about the layout of the flag suggests a specific order. However, we always say them in the order "red, white, and blue."
The U.S. flag has added a star every time a new state was added to the union, and artists have been quite ingenious in finding compact, regular-looking arrays of stars that add up to the correct number of stars. I'm old enough to remember the 48-star flag, which was a simple eight-by-six array. Alaska and Hawaii were added in quick succession. Theoretically there was a 49-star flag, but I don't think I ever saw it flying.
Colours of my national Flag:
In the national flag of India the top band is of Saffron colour, indicating the strength and courage of the country. The white middle band indicates peace and truth with Dharma Chakra. The last band is green in colour shows the fertility, growth and auspiciousness of the land.

Philippine flag :
White - stands for peace and purity (it is in triangle shape)
Yellow - as for the color of the star and sun (placed on a white triangle of the flag); the three stars represents for the 3 main islands of the Philippines, which is the Luzon, the Visayas, and the Mindanao. And as for the sun, it has eight rays which represents for the provinces that led the Philippines uprising against Spanish rule (as for our history, the Philippines was invaded by the Spanish for 333 years).
Blue- it is stripe that symbolizes the patriotism and justice
Red- as for the color of blood to achieve the freedom and independence.
