Alina... It would not be wrong to write "the president", but usually, when we refer to something specific and use the definite article 'the' then we would also include the preposition 'of', as in "the President of the United States" or "the President of [company name or university, etc]".

The quotation is referring to the president of the country, thus it would not be necessary to specify which president because there is only one. Also, the author of that quote was a comedian, so brevity in humour often works best.
