why has bullying never been stopped in schools once and for all?

In my opinion, it is such a huge problem for people, I've gone through this experience and it created some of the fears I have as an adult. But why this is still happening? If a child gets bullied, kick the bully out of the school, if that isn't an option, put a huge fee on the bully's parents... Put the bullies in prison for god's sake.

Do you have any thoughts on this matter?

Hi there. I am a primary school teacher and can speak from experience. The school that I work at has a zero tolerance policy against bullying. However to kick or expel the bully for first offence is difficult because there are so many laws and rightsthat protect children in South Africa. There has to be a process that follows and disciplinary hearings before the school can expel a child. 

I personally do not tolerate bullying of any form in my classroom and I report any incidents to management immediately.

No, because it is very difficult to get into a fight. However, I have tried to prevent fights in early stages of them. Overall I would stand up for people who have neglected rights.

I think first of all proving it is very difficult for the victim.

also in most of case people who bully are the one in power( I mean social power and acceptance)
