Turn on, or switch on, are usually used when you are talking about a machine (computer or phone or air conditioner or TV etc)

Start is very generic and can be used in many different ways. You can start a car or you can start swimming or you can start learning or you can start talking.

I like to turn on my tv and switch on my computer, that's what I prefer to say.
