Use it. Don't try to be perfect just start using it. Don’t be afraid to make mistakes cause we all do it. Play with it. Read it, listen to it, write it, say it. Don’t take it to seriously, relax and enjoy the experience.
Memorizing words is pointless. You want to develop an understanding of the language. Keep it simple, think about what you want to say and say it. Using big words you don't understand to make yourself sound intelligent is beyond ridiculous.
My language I use to communicate pure and simple. I don't waste my time learning words, I play with my language, I make up sentences, I read, I listen, I speak. I use dictionaries, web searches, talk and listen to people.

Unfortunately, I am too not good in English but I totally agree with @Ian de Varies . I follow all the below steps to improve my written and speaking English. Remember that nothing is tough.
1:- Talk as much as possible with unknown people. Listen to them and listen to yourself while speaking and try to improve yourself.
2:- Initially speak slowly so that you have more command of your voice.
3:- Learn grammar and note down your confusions and later search on google for the solution. one of the examples is that i was always confused about "When to frame the sentence structure in past participle or in present perfect".
4:- To improve vocabulary, think about your general thoughts in English and try to get those words(Use google translator) . Like daily used things(words) in English, daily spoken words that you use in your own language, watch English movies with subtitle.
