Are French people or people in some European countries flexible in schedule?

Let me say "flexible".

Some of my Europien friends all the time change schedules, appointments, etc.

Let's say, seeing my friends at 19:00 often changes to e.g. 20:00 or 21:00.

They often add new other schedules and sometimes they forget about old schedules.

I want to think like "Okay, it happens" and I want to get used to it.

Any comments would be appreciated.

Many thanks for your comments. I know the party rule but I was not sure of the flexibility or punctuality to see someone else.

Japanese people are punctual but I am not sure if this is always a good thing. It is because this strict rule may kinda make give people some stress.

Punctuality is not an asset of French people, they have other qualities. It depends also if it is an appointment for work or for leisure, there are different standards. It also varies according to age, younger people might be more easygoing.

I have some Japanese friends and I know that they are very punctual so I will make an extra effort to be on time.

I am not sure you are still looking for an answer, but I think French people are flexible. At the vey least, I can tell you that if you invite someone at 7, it is considered rude to arrive before before 7, and perfectly fine to arrive at 7:15. If a party starts at 8, most people will arrive much later (9, 10 pm for instance).

Changing the time for an appointment happens. I would say that once in a while is fine, but if it keeps happening maybe they don't care much about the appointment.
