What kind of things you need to tell a person you are just inviting to a language exchange through Italki?
Few of those I offered to exchange French for English have accepted and when they do, it is difficult to have frequent exchange.

You’ve filled out your profile very nicely, so (while you won’t attract everybody — which is just as well) you will certainly attract a few really intelligent language partners. If I did language exchange, you’d be high on my list — although I’m a bit of a language nerd.
These things take time, but here are some suggestions that may help:
1. Activity in the discussion fora, answers, and notebook sections will attract the right people.
2. Although the Democratic Republic of the Congo is a rather large country, a lot of people are probably more familiar with “Zaire.” I’d recommend that you write a mini-article about your country, especially in the context of recent history and “la Francophonie.” Who knows, you may even be able to get it published by italki as a “learning article.”

It is the nature of most interactions with strangers. Most people prefer to speak to many people sporadically and superficially. Many realize it's not that easy to talk to just anyone, find common points of interest, or maybe decide that you two aren't going to have engaging discussions long-term.
We are very lucky when we find one person who wants to talk to us again and again. It won't be everyone. Chat to people, don't expect too much too soon, and maybe you'll have the good fortune of finding someone who is as committed to a language exchange as you are.

Actually I guess in order to attract others to help you to practice the language you are willing to learn you have to be supportive to them first of all and be to encourage them, taking them as a long term friendships would have incredible effects on their readiness to help as well. They must see that you're are not a boring person that they will be in need to quit helping after 5 minutes, showing sincerity and honesty has a huge impact on others subconscious

If you like to talk about politics I'd gladly make a language exchange with you. I'd really like to get know a little bit about the opinion in Kongo about Lumumba and so on, although I'm not a native speaker of English.
