The lack of professionals in government I recently had a very interesting conversation with one of my students here on italki regarding the situation in Brazil viz the abandoned/ill-used World Cup and Olympic infrastructure. Surely those projects were ill-advised, as was the entire bid for those two events. My question is: why aren't there more professionals in government? Surely Civil Engineers in government could have foretold the calamity befalling the country now? Unless of course, I am woefully uninformed and there is more to the story and there actually exists such professionals in governments (not just Brazil), but they give poor advice?

It depends what you mean by the word "professional", normally it refers to skilled and being paid.  I suspect you mean "professional engineer" which means a trained engineer who is paid for his work
