回收 vs. 再生 when talking about recycled materials

I understand the differences between 回收 and 再生 are nuanced, but which is better to use when talking specifically about recycled materials/content? 

In English, there is a certification called: Recycled Claim Standard - it is used to verify that a product is truthfully claiming recycled materials (can be textiles, metals, wood, etc.)

In Mandarin, would it be called: 回收声称标准 or 再生声称标准？
