I think Antonio's sugestion is a really good one. Some of the best people I met are actually those I met by reading stuff of interest or  correcting notebooks (on accident or out of interest).

Allthough there are also quite some I really like who just asked  and kept on going  with chatting, but I mostly hear complains about not even getting a reply when people start asking random persons. That is why I like Antonios suggestion.

(Recently I notice more comments on notebook entries. That might also be a way to get into contact with others.)

 I also heard about facebook groups polyglots but I do not have an idea myself and a discord server. That one is a bit tricky though ( at least for me ) I do not hit the times to be on any time someone else would be interested in conversating, might be worth a try...https://www.italki.com/discussion/167278
