"Be because"
"Remember that one of the reasons we scrapped the plan was because the budget was too big"
Is "be because" a grammatically correct form ? If so,how do we use it ?

Yes, it's correct, though used more in speech than in formal writing. The example sentence shows a typical pattern for this usage: a preceding reference followed by is/ was/ will be because.
The reason we had lunch at noon was because he was late.
The reason we own a cat is because my mother likes cats.
If we aren't there it will be because I have to work.
