Согласен с K P, фразовый глагол тут вообще не при чем.
Тут используется конструкция order something off, которую в словарях не найти, но которая сильно напоминает get something off == to send sth by post/mail

Еще несколько замечаний по поводу off of из словарей:
-Longman DOCE
     Do not say ‘off of’ something. Say off something: She fell off her chair (NOT off of her chair).
-Oxford ALD
    off of (non-standard or NAmE, informal) off; from
    • I got it off of my brother.
-Macmillan
    In spoken American English off of is often used instead of the preposition off , but many speakers of British English think that this is not correct.

Думаю, of из примера в посте можно опустить.

Т.е. в вашем случае получается что-то вроде : "Я уже заказал на Амазоне 20 фунтов фуража для откорма птицы".

Feed off - откармливать, of Amazon - "с Амазона" \ "на Амазоне", "of" служит для выражения русского Родительного падежа.
