Yesterday, April 11, The Seattle Times published an article about chinook salmon. It said "The overall harvest for recreational fisherman off Washington will be capped at 27,500 fish, a nearly 40 percent drop from the past year"


Does "from the past year" mean "compared to the year that runs from April 11, 2017 to April 11, 2018" or does it mean "compared to 2017, from January to December"? ... is "from the past year" the same as "from last year"?

I was just wondering how the Chinook salmon were doing.  Anyway, I’m sure the article was talking about the entire year from 1.1.17 to 31.12.17, and predicting the total for the same dates in 2018 being capped. I think the vegans must be behind this „save the Chinook salmon“ crusade.
